i have a 16ft fiberglass john boat w/ i believe a 25 horse outboard im 19 years old what kind of certificate class etc... do i have to have to take it out by myself or with friends

Not really any. Do you have a drivers license?? I have been going out with my friends by ourselves since I was 16 and never had a problem. Just don't act like idiots out there and you should be fine...
