Okay that should rule out the starter relay. Yes, the is a goofy correlation with the starter button, relay and ignition. (eg. weak battery + kick start= no spark. weak battery+kick start while holding start botton=spark) It's a Taiwanese thing.
I would have to agree with Able. But I do not have any manuals to tell which wires to test for ignition pulse to the CDI.
I would check the wire harness on the safety switch again. Any bare wire would ground out the coil.
