Polaris 250 carb help.

Hello All.
 A frend is tring to get his 2002 250 running right.
Bike starts right up and runs to about 1/2 throttle, bogs if you throttle past that. All the usual stuff checks out and the carb is clean.
 He does seem to have too many small loose hoses around the carb. Any one care to chime in on where all those hoses go?
