the carb is leaking pretty badly through the carb overflow hose even while its running i cleaned the carb what else could it be btw its a 250 4 stroke

Sounds to me like the fuel level is to high.
Adjust the float to maintain the proper level, or make sure no trash is keeping the needle valve from seating.
If that doesn't help, you might need to replace the float and the needle valve.
