I am receiving an email from a ranger in Ocala stating that you do not have to pay the $75.00 fee for riding while riding @ Big Scrub.  Who knows if this is really true?

Geno,
 
Per our phone call this afternoon.....Big Scrub campground is opened for
camping. After talking to one of the other girls here, we believe the
person you talked to got the closed campground "Big Bass" confused with Big
Scrub. Big Bass is closed to due water problems. Also, to ride OHV's in the
Big Scrub area you do not need to purchase the OHV pass. The OVH is for the
Ocala North Trails and the Wandering Wire Grass Trail in Paisley. If you
have any more questions, call me. I'm here Monday-Friday 7:30-4:00. Have a
great, safe weekend at the Big Scrub area.

That is correct.  The USFS can only charge for the designated trail system.  Anything in Phase II is exempt until the trails are in in that phase.
