title question. 03 raptor from New Jersey no title. what to do?

The guy just moved here from NJ. He bought the quad from a guy up there and didn't get a title. He said he doesn't think NJ issues titles on quads, but isn't 100% if that is true or not. The quad doesn't show up with any liens or stolen and says he will give me a bill of sale. Anyway to get a title here in Fl?

It all confused me to be honest and was wondering if anyone has done this and how much hassle was it.

Then have him write you a bill of sale. It looks like it should be no problem
