In your own words explain what the problem is:
Such as:
1.Lack of riding areas
2.Trash containers
3.Maybe annual passes will help upkeep the area and more FWC presence
4.Better camp areas
Opportunity:
1.To work with them as a user group
2. Clean up rides
3. Charity rides in the future
Note that this is the only area for 8 counties to ride.
Note no where to ride will cause more deaths, trespassing

Like this says what kind of changes should be made to the Hunting & Freshwater fishing regulations only.
I am not sure what to write either.

Damn! Sorry Dennis, but I just saw this post today. You know I would have sent it if I had seen it in time. I am going to send a letter to this guy on Monday, along with this form, just to make him read it. He might not include my comments in his study (received past the due date) but it might help sway his thinking.
