I think all of those numbers would be down if kids would just wesr helmets and if their parents watched them more closley. I am 14 and I don't abid by those 16 and over rules but I don't ride a monster I ride a recon. I think it all comes down to rider resposibility and physical size......I mean I'm 5'6 and (according to the warning) be riding a 90cc quad, I think that is a little outrageous don't you? But as I said before people just have to be responsible.
