It depends on the age of the bike and the state you are buying it from.

Most states require a title now and if the bike/quad comes from one of those states and is fairly new (in fl it is any bike 2002 on, I THINK ohio is like 98 on or something like that etc., etc.) then a bill of sale only, is no good, you must have the title and any lien releases (if applicable).

What state is it coming from? and what year is it?

I would take the VIN # down to the dmv and tell them the problem, maybe they can give you the original owners name because if it was originally sold in FL it should have a title.  If you can get his name and address try to get in touch with him and have him make out another bill of sale and he might have to get a duplicate title to sign over to you.  If your lucky and the guy is cool I would think he would do it but you will have to pay any fees for the duplicate title and then maybe throw in a gift certificate for Chilis or Olive Garden for his trouble.   Believe it or not this happened on a boat I sold, 3 yrs later he came back to me for another title and he paid the fees and gave me a gift certificate and it all worked out nicely.  Good luck

Maybe I was wrong about the page # but if you read through it all the information you need is there.
