Greetings from New Hampshire! ^_^

We have a '04 Yamaha Blaster which didn't start and gas wasn't even coming out of the drain tube when we backed the screw out even with the gas on or on reserve. So, we opened the float bowl and there was a little plastic piece which appeared to stop some splashing that looked like it dropped down from the top of the float bowl from the carb..

Does anyone know if you need it in there and how it goes in?

It goes around the main jet. It has been a while since I have been in a Blaster carb, but there should be a groove in it somewhere. It should only go on one way. Hello from Florida.
