lets start a track in miami everyone please help

i only received 2 or 3 people willing to help start a track with trails with mud for 4x4s something all can enjoy something we can present as a solution or alternative to riding where you will be ticketed or even arrested.this nuissance as the authorities (cops) see it will soon be dealt with more and more seriously  we need to put something together and design something within a 15-20 acre area for now then evolve into a bigger area when we can show it can be organized properly. we the people that ride know what we want and know what we're looking for so we can all get together and make a plan. we can do this. and will be out there riding!
