CHINO, Calif. - A videotape released Tuesday shows a sheriff’s deputy shooting an unarmed Air Force policeman who recently returned from Iraq as he appeared to obey an order to get up off the ground.
KTLA-TV broadcast a 40-second clip it said came from a Chino resident who videotaped Sunday night’s shooting, which followed a 100 mph car chase.
Senior Airman Elio Carrion, 21, was listed in good condition at Arrowhead Regional Medical Center in Colton. He was shot three times in the chest, ribs and leg, his father-in-law, Ernesto Paz, told KTLA-TV.

State and federal investigators are reviewing the case, officials said.
Carrion was a passenger in a Corvette that crashed following a brief chase, authorities said.
Amateur photographer Jose Luis Valdez told The Associated Press that he made the video after the car crashed into the wall in front of his home. KTLA aired the videotape early Tuesday, then distributed it later in the day.
The dark, grainy picture shows Carrion lying on the ground next to the car, talking to a silhouetted officer who is pointing a gun at him. Carrion supports himself on one arm and his face is brightly lit by the officer’s flashlight.
'Get up'
Carrion is heard telling the officer he is unarmed and is in the military.
At one point, a voice is heard saying several times: “Get up.”
Carrion says: “I’m gonna get up.” As he rises, at least four shots are fired and Carrion collapses, crying out in pain.
“Shots fired! Shots fired!” someone shouts.
In a telephone interview conducted in Spanish, Valdez said after the shooting, Carrion asks the deputy, “Why did you shoot me if you told me to stand up?” That alleged exchange cannot be heard on the video.
The deputy, whose name was not released, was placed on paid administrative leave, a routine procedure in officer-involved shootings.
Carrion was not charged with a crime, although the incident remained under investigation, according to sheriff’s spokeswoman Robin Haynal.
The driver of the Corvette, identified by authorities as Luis Fernando Escobedo, 21, was arrested for investigation of felony evading.
Carrion and Escobedo had left a party at the home of Carrion’s parents to drive to a store, said the airman’s wife, Mariela.
A woman who answered the telephone at the Montclair home of Carrion’s parents said they were headed to the hospital and nobody at the residence wanted to talk.
An Air Force spokesman, Lt. Frank Hartnett, said Carrion is a security officer at Barksdale Air Force Base in Shreveport, La. Carrion joined the Air Force in January 2003 and recently returned from a six-month tour in Iraq, Hartnett said.
Chino is about 40 miles east of Los Angeles.

Wasn't the guy a passenger in the car and not the driver? If the story proves to be true, the pig should face attempted murder charges and let's make it a hate crime, too.

It sounds like someone was wanted for some reason or they would not have been running from the cops. It just bugs the piss out of me when some dirtbag runs from the law, (which is disobeying the law) and then blames the officer for doing his job just to get out of charges. The video show a silhouetted officer with his gun. Does it say that you could clearly hear what the officer was saying. I think not. Did you think that maybe he just helped the other person to try and steal your quad or something, I guess then it would have been ok. We give these officers a job to enforce the laws of the land and give them a gun to do it and when they have to use their gun we blame them. Its like this person on death row that keeps getting appeals because the death penalty is inhumane. Was it not inhumane for him to kill whoever he did. Whats good for the goose is good for the gander. If you don't expect to be in trouble with the law then don't disobey the law. If you don't want to be killed, then best not kill anyone.

Were you there and did you see and HEAR what all happened. These people put the officers life in danger by trying to escape by running from them at speeds of 100 mph. What if your mother pulled out in front of them and they crashed into her and killed her. These two criminals may have just killed someone, noone really knows because that information is not out yet. They put a lot of people in danger and I'm sure the officers adrenaline was flowing pretty heavy. How many times do you hear of an officer telling someone to get up while holding a gun at them. Two things to note;
1. The guys were running from something going 100mph, must have broken a law or two, plus going
100mph is breaking the law.
2. The media will and does tell the story the way they want to, to sell papers and get their ratings up.
They don't care about the truth, just selling their product. You can't even sue them any more.

How do you know he was on his best behavoir. I guess we never know because the media is not gonna show the rest of the video.He could have easily shot the man in the head and it would have been all over with. Cops take a lot of gun training and most of them can hit where they aim, especially at close range. Evidently he was just wanting the guy to obey an order. If people would not have given so much crap about tasers he may not be in the hospital now. I would much rather get shot with a tazer then a gun. If the cops are gonna take a rap either way then they may as well stick with the real guns because they are gonna take a rap no matter what they use.

unarmed from the airforce and he needed to be shot 4 times? shot in the chest and ribs no less! Pretty sure he could of used a less-lethal weapon to get the suspect under control. taser, mase, nightstick?

Ever hear of innocent until proven guilty? Thats the law. And so is not engaging in a high speed chase unless a felony crime has been commited. Don't know what the case was here, but I would think if these two victims,(not criminals) had commited a felony crime, the media would have stated what it was. If a felony crime was not present, then the officers are the one's to be blamed for pursuing a high speed chase and endangering innocent people.

I guess you must know the whole story to be calling them victims. They may have just committed a felony. Lets look at the charges that I am seeing before the chase ever began. Eluding an officer, probably ran several stop signs and red lights, exceeding the speed limit, wreckless driving and probably plenty more. Is any of those felonys, I'm not sure but maybe someone on here will let us know.

As far as I know the only felonies involved with automobiles would be Grand Theft Auto, and leaving the scene of accident. Possibly more. But thats just off the top of my head. Sounds like your describing some minor traffic violations. Besides eluding an officer. I could be wrong. I know I am right saying that these people should not be referred to as criminals until proven guilty in the court of law. Boy it's going to burn when I find out that they just held up someones Mom & Pop place and wiped out everyone in the store.

I'm not saying the cop is innocent or guilty. What I am saying is the first thing that the media wants you to hear is what makes their rating go up. I just question why we did not get to see all of the video. I can answer that for you, because it has nothing that would make their ratings go up. What I am saying is lets not put all the blame on the cops before we know all the details. It does look like he did not need to use deadly force but what we cannot see is what the officer may have seen. Who's to say that to the officer it may have looked as if the passenger was going for his pocket as he was getting up. Evidently something happened before the video ever started or they would not have ran from the law. And eluding an officer is a felony offense.

moral of the story....dont run from the police.
People our quick to bash the cop come monday morning quaterback time. He was trying to do his job representing his county and made a split second decsion. ..but was not some one in the military representing our entire country? Seems like he had more time than a split second to make his decison. I and the rest of us repect and pray for our Military Personel in the highest degree. Should not I and others respect our home land law enforcement in the same manner.
even if he was the passenger....he should have took control with his " friend" only going to the story and de-escalte the situation from the on set.
I know there is always more to the story than what the media wants to sensationalize on, so we will have to waht and see.
