Have a new Pro Design Air Filter on my YFZ...hopefully not a dumb question but do I remove the outer filter then clean the two separately or should I leave it on?

you i use the same filter and i read some were you  can take off the outer filter drie and not so dusty place to get even better air flow and you can leave it oilless to when not alot of dust is around. if im wrong correct me. thanks.
