Not much spent on trail maint wonder wher the rest went?

Year 06/07 Ocala National Forest Improvements  amount awarded $144,000.00 amount spent $52,480.58
Year 07/08 Ocala National Forest Trail Maintenance amount awarded $101,800.00 amount spent to date $25,450.00 So where did the money go?

Thats my only question because most of the trail maint is being done by volunteer workers    
and the trails aren't really in that good of shape with that much money seems to me they would be in a lot better shape.
