I just saw that the State of Florida is announcing the award for the development of the Blackwater OHV area tomorrow, February 25th, at 10:00 AM.  Of course, Blackwater is in Northern Florida near the Osceola National Forest, but it's a step in the right direction!

Blackwater's near Pensacola and two other legal riding areas called Tates Hell and Appalachicola National Forest(Tallahassee). Osceola N.F. is in Orlando area.

You're thinking of Osceola County, which is Kissimmee (Orlando area).  Osceola National Forest is East of Lake City.  You are right that Blackwater is near Pensacola.  I must have it confused with another proposed project I saw a while back that was proposed just outside of the Osceola National Forest.  Anyway, doesn't help us down here but at least something is getting done.
