Posting a picture.

I need help posting a picutre. I have my pictures saved on my computer. Where do I go from here.  Every time I click on the picture tag above it just puts img img in the message window.  Ive tried to left click the picture tag and go to my pictures and then cut and paste and that dosent work either.  Any info will be much appreciated.
