what tool do i use to cut my plastic????

With anything that is perpetual in motion. Like a jig saw, dremmel, saw zaw. But before you start hacking make sure to first draw your cut with a marker. Then if you like line you just made cut aleast 3" away from the line. That way you can judge if you want to take off more or not. Better that way then to make the cut and realize you cut too much and can't go back.

If you use duct tape to mark the cut when you run the jigsaw
on your plastic it won't scratch it all up. The tape needs to be
to the inside of the cut for this to wOrk!

I always use some type of tape to outline both sides, nice and
even, before I start hacking away.

I think a dremel works the best.

Tape both sides of cut. Mark with a Sharpie pen so as not to rub off your cut line as you work. Dremels or saws create a lot of friction so pay attention to how hot the material your cutting is getting, I would recommend a hand saw so as to maintain better control of the cut.
Lowes sells a Hacksaw blade holder that works really well for that sort of thing.
