Just got back from Hatfield McCoy trails in West Virginia, if you haven't been you need to go!  ATV freindly towns, freindly people and hundreds of miles of trails.  The state of West Virginia got one this right.

Thats awesome. Hopefully some of WV will rub off onto other states.

Alot of the land that the trails are on up there are owned by mining and timber corporations.  Maybe if some of the larger land owners like Miami corporation could issue permits (for a fee ofcourse) to responsible riders, it may work somewhere around here.  One problem is property is so valuable down here, that it would be hard to set aside a place to ride.  I still plan to head up to WV a couple times a year though, maybe even try white water rafting.
