How to get a Certificate of Origin?

I live here in Jacksonville florida and about to get another Atv without a Certificate of origin, last time I tried this with my previous ATV's the DMV said I need a Cert of origin to get the Decal needed to ride in the state parks here in fla,etc...ocala national forest . Is it possible for me to get a decal without a cert of origin?, do I really have to have a decal to ride the parks?

If it is a new bike/atv you get a title from the dealer. If it is a used bike/atv
the person selling it should have a title. If they don't then they should have
some type of bill of sale to get a title. The biggest thing with a title it will
show ownership and not stolen. Be careful alot of cheap stolen
bikes/atv's out there. It's the title just like you get when you buy a car or

Only the original owner can get a certificate of origin. If you buy the ATV without a title, you will not get one and no sticker, either. The seller must contact the dealer for a replacement certificate of origin, sign it over to you and give you a bill of sale before you can title it(get sticker). Lots o' thieves out there without titles or certificates of origin, they either stole the vehicle or didn't want to title it because they bought it out of state and don't want to pay FL sales tax!!!!!!!!!!!!!!!!!!!!!!

thanks you, that sucks,seems you could just let the dmv lookup the serial number and see it was not stolen, I dont mind paying the sales tax,just want to be legal.

The State wants to collect the tax on the price of the ATV when it was bought new, not what you pay the owner for it. So, my earlier comment about the original buyer giving you a certificate of origin may be incorrect. He may have to first pay the sales tax and title it before he can sell it to you(if you want a title/sticker). I tested the system last year and they told me that if I can't get one from the dealer/manufacturer, they can't title it in FL. You'll just have to ride it in GA.

or if you purchase it from someone in GA and that it had never been registered in the state of florida before.

Yes, that's exactly what I tried. I told the county tag agency I purchased it in GA(from someone other than a dealer) and GA does not require titling of ATVs. It didn't matter, FL tag agencies will not title it without a certificate of origin or title from previous owner. So, if GA seller has neither for you, you ain't getting it titled in FL.

  There is a certain cut off date sometime in 2002, so if its older than 2002 this is what happened to me, if the owner selling had purchased it before this date a notarized bill of sale stating the person selling the unit owned it before I think April 2002.  This will get you around the cert of origin and title but they are still very picky about that also. They may make you have the seller title it in the sellers name then do the paperwork shuffle to sell it to you.  ( All  about getting sales tax and fees) .   The bottom line is go to your tax collector and they have a check off sheet and you can ask for one, years ago in 2005 I sold a 1997 CR500 and had to deal with issues with the tax collector with the guy who I sold it too.   I had no paperwork for a 1997 so good luck on a 1997 bike.   Best thing is to investigate it with your county tax collector before you buy it.  It would suck if you could not title it to ride and if you go to sell it that also becomes an issue.

All I had was a bill of sale from the person I got it from with their address (GA adress) and I had no problems getting it titled in my name.

Sure did! Her underling got confused and called her over. They have a computer screen which asks them to complete specific questions before they can issue the title. The clerk would have to incorrectly answer a question for you to get a tag. They keep the certificate of origin or original title on file, perhaps, for random quality audits?
